Dear Prime Minister,
I refer to my earlier correspondence of 17 May 2010 and draw your attention to my remarks concerning Vietnam’s obligations as a signatory to the International Convention on Civil and Political Rights (ICCPR).
In the spirit of this correspondence, I wish to draw your attention to the concerns of constituents in my electorate on the detention of Professor Pham Minh Hoang.
I am advised by constituents in my electorate that Vietnam’s Ministry of Public Security has recently acknowledged detaining Professor Pham Minh Hoang and alleging that the Professor was carrying out activites aimed at overthrowing the government.
Through my initial letter I highleghted my concerns, and the concerns of my constituents, that Vietnam was not upholding human rights to freedom of religion, speech, electoral rights, the right to life and the right to a fair trial.
I recall my correspondence where I particularly addressed the circumstances of Tran Khai Thanh Thuy, Pham Thanh Nghien, Le Thi Cong Nhan and Fr Thaddeus Nguyen Van Ly. I wish to also draw your attention to the circumstances of Professor Pham Minh Hoang in the spirit of my earlier correspondence focussing on Vietnam’s human rights obligations.
