Thank you for your letter of 10 November 2006 in relation to the democratisation process and human rights situation in Viet Nam. I am also replying on behalf of the Minister of Foreign Affairs.
New Zealand and Viet Nam share a bilateral relationship where numerous issues, including human rights and governance are canvassed. You can be assured that New Zealand will continue to encourage Viet Nam, wherever the opportunity arises, towards greater democracy and support for fundamental human rights for all its peoples.
As a country committed to democracy and the protection of human rights, New Zealand urges all countries, including Viet Nam, to adhere to universal human rights standards. During Prime Ministre Phan Van Khai’s visit to New Zealand in 2005, he and I signed a Declaration on Co-operation between New Zealand and Viet Nam. The Declaration calls for both sides to actively word toward ensuring that the rights and freedoms of peoples are protected.
I also note that the Embassy raises New Zealand’s expectations on these matters in particular, and Viet Nam’s human rights record more generally, on a regular basis with the Vietnamese Government.
